A New Era for Bengaluru: Five Corporations Replace BBMP for Smarter Civic Governance

Bengaluru, India’s tech capital, has entered a transformative phase in its urban governance. After 18 years, the Bruhat Bengaluru Mahanagara Palike (BBMP) has been officially dissolved, making way for a more decentralized and responsive civic structure. The Karnataka government has introduced five new corporations to manage the city’s sprawling 720.9 sq km area, aiming to enhance efficiency, accountability, and citizen engagement.

The New Structure: Five Corporations, One Vision

The city is now divided into:

  • North City Corporation
  • South City Corporation
  • East City Corporation
  • West City Corporation
  • Central City Corporation

Each corporation will be further split into two zones, headed by Deputy Commissioners, with Commissioners and Joint Commissioners overseeing broader operations. This zonal approach is designed to bring governance closer to the people and improve service delivery.

Based on?

The restructuring is based on key parameters:

  • Area
  • Population and density
  • Projected property tax revenue

This data-driven approach ensures that each corporation is equipped to manage its jurisdiction effectively, with tailored strategies for infrastructure, sanitation, mobility, and public services.

Leadership and Appointments

The government has appointed experienced IAS officers to lead the new corporations:

  • Central: Rajendra Cholan P.
  • East: Ramesh D.S.
  • North: Pommala Sunil Kumar
  • South: Ramesh K.N.
  • West: Latha R.

Additional commissioners have been assigned to oversee development, ensuring continuity and expertise in execution.

Greater Bengaluru Authority (GBA): A Strategic Oversight Body

To manage mega infrastructure projects and city-wide initiatives, the Greater Bengaluru Authority (GBA) has been established. Headed by the Chief Minister, the GBA includes:

  • M. Maheshwar Rao – Commissioner & Member Secretary
  • Munish Moudgil – Admin, Revenue, IT
  • Suralkar Vikas Kishor – Health & Education
  • Dr. Harish Kumar K. – Finance & CFO
  • Preeti Gehlot – Elections, Disaster Management, PR

The GBA will not interfere in day-to-day operations of the corporations but will coordinate large-scale projects and policy alignment.

Revenue and Autonomy

Each corporation will retain its own revenue, promoting financial autonomy. For corporations with lower revenue potential, the state government will provide support to ensure equitable development.

What This Means for People in Bengaluru

1. More Localized Governance

  • Each corporation will manage a smaller area, allowing for better focus on local issues.
  • Citizens can expect faster response times for civic complaints and services like garbage collection, road maintenance, and water supply.

2. Improved Accountability

  • With dedicated commissioners and deputy commissioners for each zone, there’s clearer responsibility.
  • Residents will know exactly who to approach for issues in their area.

3. Better Infrastructure Planning

  • The division is based on population, density, and revenue potential, which means infrastructure projects can be tailored to each region’s needs.
  • This could lead to more equitable development, especially in under-served areas.

4. Citizen Participation Opportunities

  • The government is inviting public designs for corporation buildings and the GBA logo, encouraging civic pride and engagement.
  • This is a chance for residents to shape the identity of their local governance.

5. Financial Transparency

  • Each corporation will retain its own revenue, making budgeting and spending more transparent.
  • Citizens can track how their taxes are being used locally.

6. Mega Projects Managed Separately

  • The Greater Bengaluru Authority (GBA) will handle large-scale projects like metro expansions, flyovers, and smart city initiatives.
  • This separation ensures that day-to-day services aren’t disrupted by mega project planning.

7. Upcoming Elections

  • With ward delimitation underway, municipal elections are expected in December.
  • Residents will soon vote for local representatives who are more attuned to their area’s needs.

In Summary:

This change is designed to make Bengaluru’s civic administration:

  • More efficient
  • More responsive
  • More inclusive

It’s a shift from a centralized model to a decentralized one, giving neighborhoods more control and visibility into how their city is run.

What it means for Bengaluru’s real estate market ?

This restructuring is more than administrative—it’s a strategic reset. It promises:

  • Faster approvals
  • Smarter planning
  • Wider development
  • Stronger investor sentiment

Whether you're a developer, investor, or homebuyer, this is a crucial moment to reassess opportunities across the city’s newly defined zones.
